Client Context

The CEO had been in place for three years and Council wanted to know if its cultural investment program was delivering real change. The organisation had last measured culture in 2022 and needed a whole-of-workforce re-assessment across approximately 5,500 people. Culture change had momentum, but leadership needed evidence, not anecdotes. They needed a trusted baseline, high participation, statistically defensible insights, and clear focus areas so effort was not spread thin across too many initiatives with unclear impact.

What We Did

We provided the program management and oversight for a whole-of-organisation culture diagnostic using the Human Synergistics OCI framework. The project achieved 62% workforce participation across the 5,500-person organisation. We analysed shifts and drivers, then led Mayor and Councillor, CEO, Executive, and divisional debriefs. We supported internal and media communications, facilitated targeted leadership action planning to lock the next focus areas and embed accountability for sustained improvement, and trained and supported internal teams to cascade results across the organisation.

Outcomes

Achieved 62% workforce participation, providing a credible, statistically defensible culture baseline. Identified and evidenced a statistically significant uplift in overall culture following the three-year investment. Re-aligned Executive and divisional leaders around focused cultural priorities, reducing scattergun initiatives. Shifted the organisation from culture-as-program to system-led accountability, linking culture insights to leadership behaviour and strategic planning.
